Secretariat of State

The Secretariat of State serves as the executive arm of the Principality of Kaharagia, carrying out the daily work of governance under the direction of the Sovereign. While supreme authority rests with His Royal Highness The Prince of Kaharagia, the Sovereign delegates executive administration to the Secretariat, which manages the affairs of state, executes policy, and oversees the principal organs of government.

At the head of the Secretariat is the Secretary of State, who acts as premier secretary and principal advisor to the Sovereign. In addition to these responsibilities, the Secretary holds several senior constitutional roles:

  • Royal Chancellor and Keeper of the Great Seal
  • Chancellor of the Royal Kaharagian Honours
  • Herald Chancellor of the Institute of Heraldry

The present Secretary of State is His Grace The Count Lupro. The Count Lupro has been a Kaharagian national since 2011 and has served in numerous roles throughout the Principality’s development. He is widely recognised as the most decorated citizen of Kaharagia and brings longstanding experience in ceremonial, administrative, and diplomatic affairs to the post.

Supporting the Secretary are the Assistant Secretary of State, who serves as second-in-command, and several Deputy Secretaries of State, including:

  • The Clerk of the Royal Chancellery;
  • The Secretary of the Chancellery of the Honours; and
  • The Chief Herald.

Together, they form the administrative leadership of the state and oversee a number of key Offices, each headed by an Undersecretary.

Offices under the Secretariat

Each Office under the Secretariat plays a distinct and vital role in the functioning of government:

  • The Office of Foreign Affairs and Diplomacy manages Kaharagia’s relations with the wider world. It oversees diplomatic correspondence, consular services, treaty negotiation, and ceremonial protocol. The Office also plays a leading role in representing Kaharagia’s values and identity on the international stage.
  • The Office of Justice and Legal Affairs provides legal counsel to the government, maintains the rule of law, and oversees internal regulation and judicial integrity. It is responsible for supervising public safety, policing policy, and the development of the principality’s legal framework.
  • The Office of the Interior and Cultural Affairs governs citizenship, national identity, digital policy, and public communication. It manages records of nationality, promotes heritage, and leads initiatives in media, outreach, and cybersecurity.
  • The Office of Finance and Treasury oversees the financial affairs of the Principality, including budgeting, donations, infrastructure, and economic development. It supports sustainability, innovation, and strategic investment across all sectors.

National Bodies under the Secretariat

The Secretariat of State also supervises three core bodies:

  • The Royal Chancellery is charged with drafting and authenticating Royal Decrees, Charters, and Letters Patent. It oversees the use of the Great Seal and manages the official record of the state through the Royal Kaharagian Gazette.
  • The Chancellery of the Kaharagian Honours administers the national system of Orders, Decorations, and Medals. It maintains the Register of Honours, advises the Sovereign via the Honours Council, and coordinates ceremonial investitures.
  • The Institute of Heraldry governs the granting and registration of Coats of Arms, Flags, and Noble Titles. It maintains the official Registers of Arms, advises on protocol, and serves as the authority on ceremonial and symbolic matters of state.
