Statement Condemning the Use of Lethal Force During a Federal Operation in Minneapolis

Kaharagia condemns the actions of the United States Immigration and Customs Enforcement during a federal operation in Minneapolis that resulted in the fatal shooting of a 37-year-old woman. Statements by local officials indicate that available video evidence conflicts with federal claims that the shooting constituted an act of self-defence.
We further condemn public remarks made by senior officials of the United States government, including the Secretary of Homeland Security, Kristi Noem, who characterised the killing as self-defence before any independent investigation had taken place. The use of lethal force by the state requires restraint, transparency, and accountability. It does not permit conclusions to be drawn or publicly asserted in advance of a full and impartial review of the facts.
Kaharagia also rejects the subsequent public statement issued by Donald Trump, which seeks to prejudge the incident, attribute criminal intent to civilians without due process, and portray lethal force as justified while the circumstances remain under dispute. Describing civilians as agitators, presenting resistance as an established fact, and framing the killing as a necessary law enforcement action before an investigation has concluded is reckless and deeply irresponsible. Such statements risk inflaming tensions and undermining public confidence in the rule of law.
We are gravely concerned by reports that, following the shooting, a medical professional on scene attempted to provide emergency care and was prevented from doing so by federal officers. If confirmed, the denial of lifesaving assistance would constitute a serious moral failure and a violation of the most basic duty owed once harm has been inflicted. This allegation must be examined through a full and independent inquiry.
More broadly, Kaharagia reaffirms its ongoing concern regarding the conduct of Donald Trump, the use of state force by his administration and its agents, and the continuing erosion of democratic norms in the United States. The normalisation of violence, intimidation, and misinformation by public authorities reflects a troubling departure from constitutional principles and a movement toward authoritarian practices associated with an openly fascistic political movement.
Kaharagia calls for an independent and transparent investigation into the shooting, accountability for misleading public statements by officials, and a thorough examination of any obstruction of medical care. We further urge that public response and civic engagement take the form of peaceful and lawful protest.
We extend our sincere condolences to the woman’s family and loved ones. Our thoughts and prayers are with them. No enforcement action justifies the unnecessary taking of life or the denial of care once harm has occurred. The state bears an absolute responsibility to protect life and to uphold the rule of law in doing so.
