The Council is composed of Councillors of State, distinguished citizens appointed by the Sovereign for their expertise, integrity, and commitment to public service.
The Sovereign presides over the Council of State. From among its members, a President is elected who chairs meetings in the name of the Sovereign and maintains order in the proceedings.
The Council advises the Sovereign on proposed legislation and decrees, reviews matters of constitutional significance, and provides counsel on questions of policy and the public good.
