Kaharagia is a modern sovereign state, founded on 16 July 2010. In the Kaharagian conception, the State is the organised public authority itself: the institutions of government, the legal order they administer, and the continuing civic community they serve. Kaharagia is therefore non-territorial. It does not assert exclusive sovereignty over a defined land area, nor is its statehood dependent upon territorial possession.
The institutions of the state are headquartered in Detroit, Michigan (United States). This functions as the administrative seat of government and the location from which official business is conducted; it does not constitute a claim of jurisdiction or sovereignty over the territory of the United States or any other country.
The State of Kaharagia maintains its own constitutional framework, legal system, honours, and public administration. Acts of state are promulgated through the Royal Kaharagian Gazette, which serves as the official and authoritative journal of government.
Kaharagian nationhood is defined by shared values, culture, and a common civic purpose, not by geography. Kaharagians reside in many countries and participate in national life through their legal bond to the state and their participation in its institutions and public order.

The executive government of Kaharagia is exercised through the Secretariat of State, which functions as the principal organ of public administration and national governance. It is responsible for the formulation, coordination, and execution of state policy and programmes.
The Secretariat of State is organised into three Sections, each headed by an Under-Secretary of State: Section I (Governance) handles domestic governance, citizenship, the legal framework, and state ceremonies; Section II (Foreign Affairs) manages diplomatic relations, consular services, and international cooperation; and Section III (Development) oversees cultural affairs, digital government, education, and innovation.
